Four Businesses Receive Incumbent Worker Funds for Employee Skills Training

The Centralina Workforce Development Board (WDB) is proud to recognize four local employers that have received Incumbent Workforce Development Program funding in the third and final round for 2006-2007. The Centralina Workforce Development Board approved these grants with funding provided by the NC Department of Commerce - Commission on Workforce Development. Each employer will receive the requested amount of funds to help upgrade the skills of their current workforce as listed below:

NGK Automotive Ceramics USA, Inc., located in Mooresville (Iredell County), supplies high performance emissions components to major automobile manufacturers. The company will train 16 key manufacturing employees in the techniques of Value Stream Mapping. Mitchell Community College will provide classroom instruction on site for three areas of the plant. The goal is to increase the skill levels of these key employees in an effort to improve efficiency and productivity. NGK Automotive Ceramics USA, Inc. will be receiving $ 12,500 in Incumbent Workforce Development funds through a contract with the Centralina WDB, based on the grant awarded July 2, 2007.

Plastiflex, Inc., in Statesville (Iredell County), is a manufacturer of spirally wound extruded plastics. The company primarily services the swimming pool and industrial cleaning industries. Plans call for them to train 27 manufacturing employees. Training will include extrusion techniques and ISO Auditor Training. Training will be provided by the Polymers Center of Excellence and QAI Training, LLC. Plastiflex, Inc. will be receiving $ 6,037 in Incumbent Workforce Development funds through a contract with the Centralina WDB, based on the grant awarded July 2, 2007.

JC Steele & Sons, Inc., in Statesville (Iredell County), designs and manufactures clay-working machinery and related service parts for the brick industry. The company will train 20 employees and plans to hold 4 Lean Manufacturing Events at their plant. An instructor provided through Mitchell Community College will facilitate the 12 days of training. The expected outcome of the training will be an improvement in workflow and elimination of waste. JC Steele & Sons, Inc. will be receiving $ 15,680 in Incumbent Workforce Development funds through a contract with the Centralina WDB, based on the grant awarded July 2, 2007.

The Austin Company Inc., in Yadkinville (Yadkin County), is a manufacturer of electrical enclosures. The company plans to train 48 employees in Math Measurements and Drawings, 10 in Microsoft Computer Training, and 24 employees will explore Metal Working. Surry Community College will deliver the training. The Austin Company Inc. will be receiving $ 5,110 in Incumbent Workforce Development funds through a contract with the Centralina WDB, based on the grant awarded July 2, 2007.

A grand total of $39,327 in economic development investment for these existing businesses has been made possible through the Incumbent Workforce Development Program. A total of 145 employees are scheduled to receive training. We thank the companies, the training providers, and the employees for their willingness to build a stronger workforce and business environment in our region. For the Centralina WDB, workforce development is economic development.

Incumbent Worker training funds for the new fiscal year (2007-2008) will not be available until August 2007. The Centralina WDB looks forward to working with new local businesses to submit applications, as well as, past companies who want to resubmit from previous periods. Natasha Pender Joins the Centralina Workforce Development Board Staff

The Centralina Workforce Development Board would like to introduce to you their newest staff member, Ms. Natasha Pender.

Natasha was born and raised in Bristol Virginia and attended Catawba College on a Basketball scholarship from 97-99. She then went on to King College in Bristol Tennessee, and received her BBA, with a concentration in Marketing.

She has been in the Charlotte region for only 6 months and enjoys spending time with her two year old son, Izayah.

Natasha’s favorite quote is “Winners are Losers who got up and gave it one more try!”

Centralina 2007 State of the Region Youth Services Summit

The Centralina Workforce Development Board Youth Council will be holding a 2007 State of the Region for Youth Services Summit on Friday September 14, 2007 at The Speedway Club at Lowe’s Motor Speedway in Concord. The times for the summit are from 8:30 AM to 3:00 PM.

The Summit is for regional youth leaders and it will introduce, educate, and create awareness of exactly what resources are available for young people in their communities. The event will give youth leaders an opportunity to hear about best practices in the region and network with other youth organizations to replicate the programs within their own communities.

Groundbreaking With An Eye To The Future

Gaston College-Lincoln Campus New Science and Technology Center

A ground breaking ceremony was held recently for a new science and technology center at Gaston Community College’s Lincoln campus. The 14,000 square-feet building will be located on the corner of East Congress and South Academy streets and is named in honor of former Lincoln County Commission chairman Jerry W. Cochrane.

“A science and technology center right here at our Lincolnton campus,” Cochrane said at the ceremony. “I never expected this to happen so quickly.”

The building that bears Cochrane’s name will house labs and prep rooms to enable the campus to offer and expand the science curriculum, including the campus’ successful practical nursing program. It will also enhance its instruction to better educate those wanting to update their computer knowledge for personal or professional use.

When finished, Lincoln County students will be able to complete an associate’s of arts or associate’s of science degree at the campus without having to take classes anywhere else.
The project is scheduled to go into construction in August and is project to be completed in May 2008.

Mooresville is Named One of the 100 Best Towns to Live In

Mooresville, North Carolina has been named one of the 100 best towns to live in by Money Magazine. The magazine, which gave Mooresville the ranking of 65 out of 100, focused on small communities across the country that “offered the best combination of economic opportunity, good schools, safe streets, things to do, and a real sense of community” as its qualifiers for this year’s awards.

Money cited the more than 60 racing teams, the allure of Lake Norman, and Mooresville’s “balance between modernization and main street values” as the source of the town’s appeal.

Economic Growth Leads to Expansion

Connextions Will Add 200 Jobs in Concord

Connextions, a contact center in Concord, is “about to explode,” according to senior vice-president Tracey Ayers. The company plans to hire more than 200 employees by September 1, 2007 which means it would have about 550 employees total.

The company is based in Orlando, Florida, but expanded to Concord last year. Last month, it acquired bConnected Software in Boulder, Colorado, a company that health professionals turn to for help with technology.

Connextions is in the customer relationship management business, called CRM. It takes sales and technical support calls for its clients, which include telecommunications providers Sprint and Vonage and digital camera maker Olympus.

The new employees, who will be hired in the next 90 days, will get a rare chance to see the inside of the building, which is more than 40,000 square feet of decorated space.
Since the company expanded to Concord, Ayers said, it has worked to become part of the community.

“We don’t want to be just another business,” she said. “We want to be part of the community.”

When Connextions finishes hiring at the end of the year, it will be the county’s 15th largest employer, according to the Cabarrus Regional Chamber of Commerce.

Flying High!

Albemarle Stanly County Airport Receives $500,000 in Federal Funding

U.S. Representative Robin Hayes has secured $500,000 in federal funding for improvements at the Albemarle Stanly County Airport.

“I am pleased to announce this important funding for Stanly County,” said Hayes. “An improved airport is critical to economic development and a better quality of life.”

Airport Manager David Griffin said the money will be used to remove a hill off Runway 22 Left that is blocking the instrument landing system and the new radar.

“Robin has done a terrific job getting up money and has continued to help us,” Griffin said. “I am very thankful as is everyone else in the country.”

The funding is provided as part of the fiscal year 2008 Transportation, Treasury, Housing and Urban Development, the Judiciary, the District of Colombia and Independent Agencies Appropriations Act.

BizHub Network Merges with CPCC Institute for Entrepreneurship

The BizHub Network will merge its services with the Centralina Piedmont Community College (CPCC) Institute for Entrepreneurship. The non-profit group transitioned its support and informational services, including small business counseling to the college effective July 1, 2007.

With its intital funding cycle nearing an end, the Board took the opportunity to examine the structure and services of the BizHub Network, including a potential overlap in services, the cost of operating a separate entity and the capacity to raise self-sustaining funds.

Lori Day, now serving in a part-time role as the Executive Director of BizHub Network, will help manage the merger and will direct the transition in her full-time capacity as Executive Director for the Institute for Entrepreneurship.

In distinguishing itself, the BizHub Network promoted collaboration among service providers in the 16-county Charlotte Region. It offered free counseling for businesses and entrepreneurs along with a regional online calendar for small business activities.

BizHub Network also created a regional inventory of the region’s more than 300 providers and resources dedicated to serving small business owners. This allowed BizHub to launch the first comprehensive online tool – BizHub Network Resource Navigator.

The previous BizHub Network hotline (704-330-OPEN) has been redirected to the Institute for Entrepreneurship, and the website (www.bizhub.org) has remained active during the transition. The regional calendar and free counseling information will be posted on the Institute site (www.cpcc.edu/e-institute).

They’re Really Cooking Now!

New Ventures Business Development Inc. Receives Funding for a Commercial Kitchen

U.S. Representative Robin Hayes and John Cooper, state director of the U.S. Department of Agriculture Rural Development presented Dr. Don Altieri, executive director of New Ventures Business Development Inc. and Centralina Workforce Development Board member, a ceremonial check for $75,000 on July 2.

The funding will allow for the construction of a commercial kitchen in South Piedmont Community College’s Lockhart-Taylor Center, located in Anson County, which houses the New Ventures Artisan and Business Center. The certified kitchen will provide preparation, storage and staging facilities for catering entrepreneurs in the early stages of developing their businesses. It will also allow local farmers to commercialize their products and expand sales opportunities.

“New business development is critical to Anson County because new economic development ultimately means more jobs and more opportunities in Anson County,” Hayes said.

“Supporting small businesses is critical to ensuring continued job creation,” said Cooper. “I am pleased that USDA Rural Development was able to assist New Ventures Business Development with this funding. Small businesses create seven out of 10 jobs in America and account for more than half of the output of our economy.”

“New Ventures focuses on starting and serving small businesses,” Dr. Altieri said. “There is no facility like this kitchen available in Anson County, so it will be tremendously beneficial to catering entrepreneurs in our area.”

Since September 2005 New Ventures has assisted in the creation of 46 new jobs in Anson and Union counties. Dr. Altieri stressed that New Ventures is not locked into serving just Anson and Union counties, the locations of New Ventures offices. New Ventures is one of seven centers supported by the e-NC Authority and is intended to be a regional resource.

Business Expansion Creates 68 More Jobs

Pratt Industries is Expanding in Statesville

The city of Statesville, Iredell County, EnergyUnited and a corrugated box manufacturer have reached an agreement to bring a $33 million investment and 68 new jobs to the area and expand the city’s sewer base.

Pratt Industries in the West Industrial Park in Statesville, is constructing a 332,000 square-foot expansion. Pratt, headquartered in Sydney, Australia, opened its current Statesville facility in 1989 and employs 112 workers.

The deal includes $1 million in incentives from the county, which includes some of the county’s state and federal grant funds, for road improvements, rail road spurs and expanding the water and sewer lines, said County Manager Joel Mashburn.

Mashburn said the city and the county worked with Energy United to get the water hooked up to the new addition. The city will provide the sewer system.

Growth in Western Stanly County Leads to New Opportunities

Stanly County Chamber of Commerce Opens New Space in Locust

The Stanly County Chamber of Commerce has announced that it will be opening another office in Locust in early September.

The CPA firm of Beane, Swaringen & Co. located at the Town Center has offered the Chamber office space to allow for the expansion to the western part of the county.

“The presence and partnerships in west Stanly have been significant and this is a great opportunity to enhance business and economic growth in the county, “President and CEO of the Stanly County Chamber of Commerce Tom Ramseur stated.

The Chamber, which has served its members for more than 70 years, leads the business community as an advocate for economic growth, positive change and consensus-building. The leadership has continually expressed the importance of embracing the entire county and being a “countywide organization.”

South Piedmont Community College Receives Funding for Career Readiness Certification

South Piedmont Community College (SPCC) has been approved to serve as a Career Readiness Certification (CRC) site in North Carolina. They will receive an allocation of $28,000 from the North Carolina Community College System.

As reported in the June 2007 Centralina Workforce Development Board’s E-Newsletter, SPCC held a kickoff for the CRC program which was funded by the Board. The additional funding received will help implement the CRC program in both Anson and Union counties. The program has started in Anson County already and will begin in Union County this fall.

The Career Readiness Certification is a state program that is designed to equip individuals with a recognizable skill certification that facilitates job placement, retention, and advancement. The Career Readiness Certification helps to ensure a community workforce that is prepared for the jobs of the future, as well as jobs that sustain the current economic base.

There are three levels of certificates awarded, Bronze, Silver, and Gold, all based on WorkKeys Assessments. These assessments can be used by any entity concerned about the employability skills of current and future employees. Test results provide valuable information for individuals, employers, colleges, JobLink Career Centers, and skills training programs.

With the launch of the new site at South Piedmont Community College the Career Readiness Certificate Program is available to every business and job seeker in the Centralina region. Other sites that already offering the program (with additional funding assistance provided by the Centralina WDB) are Rowan-Cabarrus Community College, Mitchell Community College, Stanly Community College, and Gaston College – Lincoln Campus. Job seekers can pre-test for the CRC program at the local JobLink Career Centers in the region.
This was the goal that the Centralina Workforce Development Board set for itself and the goal has been achieved. Through the implementation of this program throughout the region it can guarantee a well prepared and qualified workforce. A well prepared and qualified workforce leads to economic development and an overall better quality of life in the region.

“In today’s society, there’s no room for dropouts, for an unskilled workforce. We need individuals with all the skills to make a difference,” stated David Hollars, Executive Director of the Centralina Workforce Development Board.

Goodwill Expands to Serve More of the Community

Goodwill Industries Opens a Career Connection Center in Rowan County and Has Plans for Cabarrus County

Goodwill Industries has recently opened a Career Connections Center in Rowan County and plans to build two new stores in Cabarrus County.

The facilities should help Goodwill Industries use the wealth of a growing region to help laid-off residents who are struggling. Goodwill plans to place stores in affluent areas of the Charlotte region to receive quality donations, and then will use the proceeds to fund its career assistance programs.

“We need that affluence,” Bo Hussey, marketing and communications director for the Southern Piedmont Territory said. “We can’t provide those very basic services without those people making those donations.”

The Charlotte-based Southern Piedmont Territory, which covers Concord, is planning to open a store at Poplar Tent Road and George Lies Boulevard in the first half of 2008.

The Winston-Salem based Northwest Territory, which covers Kannapolis, is planning to open a store on Dale Earnhardt Boulevard by December.

All of the Goodwill stores fund the Goodwill Career Centers. The Rowan County Career Center has served about 75 people and placed 16 into jobs since its opening in April 2007. The next closest Goodwill centers are in Statesville and Lexington. The Career Centers help provide free personalized attention for job seekers who lack basic skills, such as computer training or resume building.

The Goodwill Career Centers work closely with the local JobLink Career Centers. The centers send individuals to the JobLink Career Centers for referrals to potential employers and for other services.

Literacy Council Makes a Move

Cabarrus Literacy Council is Now at the JobLink Career Center

The Cabarrus Literacy Council is moving into the Cabarrus County JobLink Career Center in Kannapolis. The move will take place on July 31, 2007 and moving should make a big difference by enabling the organization to work more closely and directly with clients, administrative assistant Elouise Beam said.

The Council, which primarily pairs tutors with adults seeking improved reading skills, gets frequent referrals from job seekers who visit the Cabarrus County JobLink Career Center.

The new address for the Cabarrus Literacy Council is 2275 Kannapolis Highway Concord, NC 28027. They can be reached after July 31 at the Center by calling (704) 786-3183.


New Name, Stronger Mission

Union County Partnership for Children is Now Union Smart Start

Union County Partnership for Children is now Union Smart Start. The non-profit organization changed its name to underscore its commitment to children birth to age 5. Union Smart Start joined the North Carolina Smart Start initiative in 1998 to ensure that local children have a smart start in life and arrive at kindergarten healthy, motivated and prepared to succeed.

“Our new name more clearly reflects our mission,” said Mary Ann Rasberry, executive director of the Monroe-based organization, and Centralina Workforce Development Board member. “A smart start is critical to a child’s success in school and beyond.”

‘Union Smart Start strengthens the groups that vitally support children, including child care facilities, government agencies, and non-profit organizations,” Rasberry said. “These partnerships result in a solid foundation for all of Union County’s children.”

Salisbury-Rowan Community Action, Inc. Holds its 3rd Annual Summer Youth Employment Kickoff

Salisbury-Rowan Community Action, Inc. recently held its 3rd Workforce Investment Act Summer Youth Employment Kickoff.

The week long summit was held at the Rowan-Cabarrus Community College Business and Technology Center in Concord. The summit focused on ethics and the real word concepts, which included banking, budgeting and job skills, such as resume development, interviewing and retention skills.

The ethics training was lead by Thomas Barksdale II and dealt with the concepts on moral principles of values held by individuals or a group. The youth were divided into several groups of 4 to 5 and were given an Ethical Case Study to talk about and to develop a Code of Ethics.

The real world training used the Career Exploration Inventory (CEI) Assessment to determine a possible career/occupational interest for the youth. After the CEI assessment the youth were given information on occupational salaries, and benefits, then developed a budget based on their everyday necessities.

For the resume and interviewing session, City of Salisbury employees, Renay Caldwell and Ruth Chaparroc conducted the mock interview session, and gave tips on cover letters, resume building, and how to complete an application. Youth were allowed to set up make-believe corporations and conducted actual potential staff interviews.

The Summit ended with fun activities that included a trip to visit the Bobcat Arena for the Oak Hill Alumni Basketball game. The youth received souvenirs and signed autographs from Carmello Anthony from the Denver Nuggets, Josh Smith from the Atlanta Hawks, and Jerry Stackhouse from the Dallas Mavericks.

A total of 25 youth took advantage of the above concepts and began work on July 2, 2007 to put some of the learned concepts into a real work experience. The summer work experience began on July 2, 2007 and will end on August 2, 2007. This gives the youth a five-week job working 35-40 hours making about $6.50 per hour at different job sites around the county.

Youth Service America is Offering Grants for Lead Agencies for Global Youth Service Day

Looking for a way to increase participation in your programs while connecting with the larger youth service movement?

Youth Service America is looking for lead agencies for Global Youth Service Day on April 25-27, 2008. Apply to receive a $2,000 planning grant sponsored by State Farm Companies Foundation, as well as direct assistance and support from Youth Service America. The Deadline is September 17, 2007.

Local Teen wins the North Carolina Soil and Water Conservation Scholarship Contest

Kelley Nash, a rising senior at A.L. Brown High School, was recognized by the Kannapolis City School Board at their monthly meeting for being the first person from Cabarrus County to win the North Carolina Soil and Water Conservation scholarship contest in the 43-year history of the program.

Nash placed first out of more than 75 top students around the state, winning a $500 scholarship from the North Carolina Association of Soil and Water conservation Districts and the Jane S. McKimmon Scholarship from North Carolina State University for earning the highest score on the scholarship test.

The Resource Conservation Workshop brings rising high school juniors and seniors to the N.C. State campus for intensive study of conservation practices and hands-on training. Students are taught in soil and water conservation, forestry, wildlife and fisheries management, water quality control, watershed planning and other topics related to natural resource management.

“I am especially interested in soil and water conservation as it directly relates to my family’s property and our commitment to Cabarrus County’s future and Mount Pleasant’s water supply needs,” Kelley stated.

Kelley is an intern with the N.C. Research Campus in Kannapolis.

The Cabarrus Soil and Water Conservation District sponsors two students each year and covers expenses to attend the workshop in Raleigh. Nash was selected to attend the workshop based on her academic achievements and interest in pursuing a career in natural resource management.

New Scholarships at South Piedmont Community College

The South Piedmont Community College (SPCC) Foundation has established a new scholarship program that will provide awards of up to $500 per year to selected students enrolled in designated programs of study.

SPCC Foundation Scholarship recipients will be chosen with preference given to students enrolled in accounting, advertising and graphic design, auto body repair, HVAC, paralegal and welding programs. Full-time and part-time students may apply.

Premiere Fibers Inc. of Ansonville recently established two $500 scholarships to be awarded annually to full-time students who reside in Anson County and maintain a grade point average of at least 3.0 on a 4.0 scale.

The Kids Count 2007 Data Book Has Been Released

The Kids Count 2007 Data Book was released on July 25. This year's essay, "Lifelong Family Connections: Supporting Permanence for Children in Foster Care," focuses on the more than 700,000 children who spend time in foster care each year, and what can be done to strengthen the family relationships that these young people need. The press release notes that since 2000:

  • Four areas have improved: the child death rate, teen birth rate, high school dropout rate, teens not in school and not working.
  • Two areas saw slight improvement: infant mortality rate, teen death rate.
  • Four areas have worsened: low-birth weight babies, children living in families where no parent has fulltime year-round employment, children in poverty, and children in single-parent families.

Comings, Goings, Kudos…

  • Libba Barrineau is the new executive director of the Statesville Convention and Visitors Bureau. She is the former director of convention sales for Cabarrus County Convention and Visitors Bureau and has replaced James Meacham in Statesville, as he now works in Rowan County. Welcome Libba!
 
  • Dr. Harold (Butch) Winkler announced he will retire some time next year as Superintendent of Cabarrus County Schools, but not entirely from education. He states that he plans to continue to broaden his influence on education at the state and national levels. We wish Dr, Winker the best!
     
  • Keri Allman-Young is new Site Director for the R3 Center in Kannapolis. She is succeeding Tory Torres who is now the Director of Counseling and Career Services at Rowan-Cabarrus Community College and is stationed at the North Campus.
 
  • Dr. Alan King has announced his retirement as the Assistant Superintendent of the Rowan - Salisbury School System. In retirement, Dr. King will be working part time as an internship supervisor with the University of North Carolina at Charlotte. Alan was actively involved with the Rowan-Salisbury Schools BizEd Connect committee. We wish Dr. King the best!
 
  • Randy Harrell, Executive Director of the Salisbury-Rowan Economic Development Commission will be stepping down his position as of August 24, 2007. He has accepted a position with the Economic Development Commission in Greene County Tennessee. Randy is a former member of the Centralina Workforce Development Board. We wish Randy the best!

  • John Eller is the new Director of Cabarrus County’s Department of Social Services. He precedes Jim Cook in the Director position, Jim was also a Centralina Workforce Development Board member. John was previously the Mecklenburg County Director of Adult Services. Welcome John!

  • Rowan-Cabarrus Community College has added three new biotechnology faculty members to its staff. Dr. Wendy Jin will head the agricultural biotechnology program. Dr. Shirley Foley and Dr. Gina Sloan will teach and help develop the other biotechnology programs at Rowan-Cabarrus Community College. Dr. Jin has more than 15 years of experience in agricultural biotechnology, Dr. Foley recently was an adjunct biology instructor at Mitchell Community College, and Dr. Sloan recently completed her doctoral degree studies in molecular genetics at Wake Forest University. The new faculty members will also serve as community liaisons to educate local residents about the region’s future biotechnology career opportunities. We welcome all three individuals to the region and look forward to many great things from them!

  • Gina Howard recently joined the Charlotte Regional Partnership as director of communications and public relations. Gina previously worked for UNC-Charlotte for four years as director of public relations. She has served for 20 years in similar capacities for corporations, not-for-profits and universities in both Carolinas. She holds her undergraduate degree from Duke University., and is a Leadership Charlotte graduate. Welcome Gina!
