Competitive Workforce Alliance Allied Health Regional Skills Partnership To Host First Annual Solutions Summit

The Competitive Workforce Alliance’s Allied Health Regional Skills Partnership is set to host their first annual Allied Health Solutions Summit in Concord, NC on Tuesday July 15, 2008 at The Embassy Suites, from 9:30 am to 3:45pm.

The Allied Health Solutions Summit will bring employers, educators and workforce development professionals from across the counties together to hear from others who have successfully planned and implemented regional collaborations that increase worker recruitment and develop career pathways that promote worker retention and satisfaction.

One of the highlights of the Summit will be speakers from all over the nation who have successfully implemented their own Allied Health Partnership that has sustained itself. Speakers include Patricia Fera from the Workforce Investment Board in Will County in Illinois and Jennifer Stasch from the Workforce Board of Northern Cook County in Illinois among many others.

The Competitive Workforce Alliance consists of the Centralina, Charlotte-Mecklenburg, Gaston, Western Piedmont and Region C Workforce Development Boards in North Carolina as well as the Catawba Regional and Pee Dee Workforce Investment Boards from South Carolina.

The Allied Health Regional Skills Partnership is a consortium comprised of employers, economic, education, workforce development and economic development professionals and training providers that will meet regularly to create strategies and programs that will continually assess, prioritize, and respond to the workforce training needs of employers in the allied health industry. Its mission is “to assure that the region has the allied health resources necessary to meet the healthcare needs of its citizens”.

Centralina WDB Approves Workforce Investment Act Funding

At its June 10, 2008 meeting, the Centralina Workforce Development Board approved the Workforce Investment Act Adult, Dislocated Worker, and Youth service providers for the upcoming program year (July 1, 2008 - June 30, 2009).

The Board released Request for Proposals (RFPs) in May soliciting offers to utilize federal Workforce Investment Act (WIA) funds to provide services for Adults, Dislocated Workers, and/or Youth in the seven-county region. The Board received many good bid proposals.

The Employment Security Commission was awarded the Workforce Investment Act Adult program contract for Anson, Cabarrus, Iredell, Lincoln, Rowan and Stanly Counties. Union County Community Action, Inc. was awarded the Workforce Investment Act Adult program contract for Union County.

The Employment Security Commission was awarded the Workforce Investment Act Dislocated Worker program contract in Anson, Cabarrus, Iredell, Lincoln, Rowan, Stanly, and Union Counties.

The following contractors were awarded the WIA Youth program contracts in their respective counties: Salisbury-Rowan Community Service Council in Cabarrus and Rowan Counties; I-Care, Inc. in Iredell and Lincoln Counties; The Resource Development Center, Inc. in Stanly County, and Union County Community Action, Inc. in Union County.

Employment Security Commission Holds Annual Employer Awards

The 21st Annual North Carolina Employment Security Commission (ESC) Employer Awards Luncheon was held on Wednesday June 4, 2008 at the Club at Irish Creek in Kannapolis.
Local employers from the Centralina WDB region were recognized for their positive work with the JobLink Career Centers in their county as well as their contributions to North Carolina's economy.

A Camp with Allied Health and the Workforce at Heart

Stanly Community College Hosts Allied Health Career Camp

Stanly Community College (SCC) hosted an allied health career camp for their adult literacy students in June.

The goal of the camp was to have 90 percent of those who participate to demonstrate increased awareness and knowledge about health careers and to acquire the personal skill sets to become a healthcare professional.

SCC received a grant that is funded through a partnership with the Centralina Workforce Development Board and Charlotte AHEC (Area Health Education Center). AHEC develops initiatives to educate pre-college students about health careers.

“We are very fortunate to be able to offer this engaging experience for our students,” said Kathy Gardner, SCC and associate dean, Literacy and Academic Support.

Students were introduced to SimMan, blood pressure procedures, and basic nursing practices, as well as fingerprinting methods used in the criminal justice industry.

The Centralina Workforce Development Board is a proud partner with both Stanly Community College and Charlotte AHEC. The Board is happy to see partners working together to educate our future allied health workforce. Goodwill’s Career Connections Center Holds Open House

Goodwill Industries of Northwest North Carolina is overdue in celebrating! Last year they opened a Career Connections Center at 1923 South Main Street in Salisbury and they finally celebrated the opening on Thursday June 9, 2008.

The center offers free services to help job seekers secure employment, including resume and cover letter preparation assistance, and interviewing skills assistance, among many other things! The center also offers pre-testing and labs for the Career Readiness Certification. The center works in partnership with the Rowan County JobLink Career Center located at 1904 South Main Street in Salisbury.

“Our goal has been to provide a one-stop resource for unemployed and underemployed people in Rowan County area,” said Kerry Motley, coordinator for the center. “It’s been so rewarding helping people who truly need these services.

Since it opened in April 2007, the Rowan County Career Connections Center has served nearly 4,000 job seekers and placed 237 people into jobs.

Anson County JobLink Career Center Hosts Business Forum

The Anson County JobLink Career Center sponsored the Anson County Business Forum “Lunch and Learn” at South Piedmont Community College – Lockhart Taylor Center in Wadesboro on Tuesday June 10, 2008. Mr. Grady Kindley, Anson County JobLink Manager, emceed the event that included more than 40 individuals, mostly from Anson and Union counties.

The event was targeted to business owners and chief operators as an opportunity to make them aware of the services available to them in Anson County. Grady Kindley presented information on business services available through the Anson County JobLink Career Center/Employment Security Commission. Attendees also heard about services available through JobLink partners from Anson County Department of Social Services, Vocational Rehabilitation, South Piedmont Community College, New Ventures Business Development, the US Small Business Administration, and Dana Maness of the Anson Bank & Trust who encouraged businesses to seek the services of local agencies, organizations, and businesses as a means of keeping money in Anson County.

The presentations were followed by a question & answer session and each attendee introduced themselves and the services offered by their respective business or organization.

Based on feedback from attendees, the Lunch & Learn session proved to be more than worthwhile. Grady Kindley said he was “pleased to see all the networking and all the partnerships that are sure to be launched because of today’s program.”

Attendees received an Anson County JobLink Career Center packet that included brochures and contact information for all of the organizations that presented during the session.

Charlotte Regional Partnership Presents 2008 Jerry Awards

At its annual award luncheon held on Thursday June 5, 2008, The Charlotte Regional Partnership presented the Lincoln Economic Development Association (LEDA) with the 2008 Jerry Award for the public sector.

The awards recognize significant contributions to the partnership’s 16-county Charlotte USA region by individuals and organizations from the private and public sectors. The awards are named in honor of its first recipients in 2007 – Jerry Richardson, owner and founder of the Carolina Panthers and Jerry Orr, aviation director of Charlotte-Douglas International Airport.

Lincoln Economic Development Association, the public-sector recipient, is a model of public/private collaboration. It spearheaded the Lincoln County Industrial Park, a cooperative effort among LEDA, the city of Lincolnton and Lincoln County. Tenants include national companies such as GE Security and national distribution centers for RSI Home Products, Crate & Barrel and Big Dogs Holdings Inc. as well as international companies such as Brazilian automotive supplier Sabo USA and Toyota owned Cataler North America, which coats catalytic converters.

LEDA’s 2007-2008 chairman, Pete Acker, accepted the award on LEDA’s behalf, thanking the Charlotte Regional Partnership for their assistance in marketing the county and region and added, “The partnership’s philosophy allows each member county to showcase its unique benefits and attributes while still respecting the overall strength that regionalism provides us in a competitive global market.”

Racing Parts Firm Picks Cabarrus County

Motorsports Industry Partner Moves Closer to the Action

Carbotech Performance Brakes, a racing parts manufacturer, has bought a 16,000 square-foot building in Carpenter Industrial Park off of US Highway 29 in Concord. The company has nine employees and makes brake pads for a variety of vehicles, including sports cars.

Mike Puskar Sr., president of Carbotech, says he wanted to be closer to the NASCAR racing scene. “We can hear the roar of the cars on the track and the sounds of construction vehicles building the drag strip. We are in the middle of it.”

Tapping Into the Community to Create Jobs

Carolina Beer & Beverage Company Plans to Open Distribution Center in Mooresville

Carolina Beer & Beverage Company is planning a 300,000 square-foot distribution center in Mooresville that will create 20 new jobs. The new facility, which will cost $11 million to build, will be located a few miles from Carolina Beer’s brewery on the north side of Mooresville.

The Iredell Board of County Commissioners has approved $197,000 in incentives for the project, to be paid over five years.

Project plans call for the distribution center to be completed by August 2009, says Bob Palmes, vice president of G.L. Wilson Building Company of Statesville, the general contractor.

Rowan County in the Running

Rowan County Chamber of Commerce Seeking Prestigious Award

Congratulations go out to the Rowan County Chamber of Commerce. The Chamber has qualified to enter the American Chamber of Commerce Executives (ACCE) 2008 Chamber of the Year competition. This is the fourth year in a row that the Rowan County Chamber of Commerce has qualified for the award.

Chamber of the Year qualifiers are selected based on ACCE’s Annual Chamber Operations Survey information. Chambers that meet or exceed four of the seven criteria for their dues category are invited to complete the application for the Chamber of the Year Award.

This year, the Rowan County Chamber of Commerce exceeded five of the seven criteria in the areas of Member Retention-Dollars; Ratio of Assets to Liabilities; Ratio of Assets to Expenses; Net Gain in Total Income and Net Assets.

“Qualifying for the Chamber of the Year Award demonstrates a chamber’s mastery and application of the core principles and techniques used to a run a chamber of commerce,” Nicole Gentry of the ACCE said.

Cabinet Manufacturer Moves Production to Iredell County

Canac Announces its Move to Statesville Facility

Canac, a North America cabinet manufacturer is moving all of its production operations to its Statesville plant. The frameless cabinet manufacturer purchased its Statesville facility on Speedball Road in 2005.

With 670 employees, Canac is the largest manufacturing employer in Statesville. By consolidating into one location, the company expects to reduce its costs and improve delivery times for both Canadian and US customers.

Greater Statesville Development Corporation Business Retention and Expansion Coordinator John Marek said management at the Statesville facility has been preparing for the new jobs for about a year now.

“They’ve increased significantly over the past year,” Marek said. “There isn’t going to be a large-scale influx of people.”

During the month of June 2008, the Centralina Workforce Development Board has been actively involved with events, seminars, training sessions, and other meetings all designed to help build a better workforce for our region. Beyond our involvement with the Community Network, Lunch & Learn, and the ESC Employer Awards events detailed in this e-newsletter, here are some the activities of the Board members and WDB staff for June:

Equal Opportunity Training – for Workforce Investment Act (WIA) staff – held on June 19 and 20 at the Cabarrus County JobLink Career Center in Concord. Mose Dorsey of the NC Department of Commerce conducted the training for over 40 individuals. The sessions were coordinated by Patricia White, Centralina WDB Operations Manager.

Mitchell Community College Administrative Council Retreat – held on Thursday June 19 at the Barium Springs Conference Center. David Hollars, Centralina WDB Executive Director, served on an Economic Development panel with David Bradley, Greater Statesville Chamber of Commerce, and Michael Smith, Greater Statesville Development Corporation, on economic development and workforce trends and the role of the college.

BICEPS Orientation Session – held on Monday June 16 at the Union County Chamber of Commerce in Monroe. David Hollars, Centralina WDB Executive Director, served as a keynote speaker for BICEPS (Business & Industry Community Education Partnerships) session. His message to the 17 teachers and school personnel who are spending a week visiting and learning about businesses in the county was lifelong learning starts with the local schools.

2008 12th Congressional District Grant Conference – held on Monday June 16 in High Point. Natasha Pender, Centralina WDB Program Associate, participated in this conference on the grant writing process and accessing federal and state funding. The conference was sponsored by NC 12th District Congressman Mel Watt.

Monroe Noon Rotary Club Presentation – held on Tuesday June 17 and presented by David Hollars, Centralina WDB Executive Director, to over 60 Rotary members at Rolling Hills Country Club in Monroe. Rotary members included current WDB member Mary Ann Rasberry and former board member Gene Harrell. David presented information on the Board and two key initiatives – the Life Long Learning Campaign and the Allied Health Regional Skills Partnership.

Regional Rapid Response Best Practices Staff Training – held on Tuesday June 10 in Gastonia. Vail Carter, Centralina WDB Business Services Coordinator, participated in this leaning exchange with area workforce development board staff members. The session was sponsored by the NC Department of Commerce – Division of Workforce Development.

Cabarrus and Rowan County Education and Workforce Development Action Plan Steering Committee meeting – held on Tuesday June 24 at the Cabarrus Regional Chamber of Commerce in Kannapolis. Centralina WDB Chair Bob VanGorden and David Hollars, Centralina WDB Executive Director, serve on the Steering Committee. US Department of Labor Office of National Response of the Employment and Training Administration – National Emergency Grant (NEG) Study – held on Friday June 13 and attended by David Hollars, Centralina WDB Executive Director, Jeanie Moore, Rowan-Cabarrus Community College, and Tim Beam and Linda Burton with the Employment Security Commission. The study is being conducted by Abt Associates and Workforce Learning Strategies and focused on the National Emergency Grant received to support our service delivery activities to Pillowtex workers. Centralina WDB Brings Government Agencies Together With the Faith Based Community

On Tuesday June 3, 2008, the Centralina Workforce Development Board along with the Pee Dee Region and Regional Partnership Workforce Development Boards hosted a “Build Your Community Network” event at the at the Lockhart-Taylor Center of South Piedmont Community College in Wadesboro. Members from state and local government agencies and faith based and community organizations came together to discuss working together and building their partnership.

The fast-paced event had eight speakers which included Erica Pelman from the Center for Faith Based and Community Initiatives for the US Department of Labor, Dr. Don Altieri from New Ventures Business Development and Centralina WDB member, Tom Ramseur from Stanly County Chamber of Commerce and Centralina WDB member, David Hollars, Centralina Workforce Development Board Executive Director, Gladys Broome from the Richmond County Community Support Center, Linda Kappauf from South Piedmont Community College, Reverend Aaron Wells from High Level Missions, Inc., Inez Williamson from Richmond County Employment Security Commission, Jean Wooten from the NC Department of Commerce and Scott Carlberg from Talking Points.

The speakers covered information on the NC SHARE Network, the Career Readiness Certification, and Reentry Programs. Each speaker made their program relevant to faith based and community organizations and showed them the parallels that they share in reaching out to the community.

Attendees were so moved and excited by the meeting’s discussion that they requested to meet again to organize ideas and to make plans to improve their community and their region. Centralina Workforce Development Board Elects Officers

The Centralina Workforce Development Board has elected new officers for the upcoming year (July 1, 2008 to June 30, 2009). At its June 10, 2008 meeting, the Board was presented a slate of nominations and they unanimously approved Bob VanGorden as the Centralina Workforce Development Board’s Chair and Janet Hudson as the Vice-Chair.

Bob VanGorden owns BVG Consulting in Concord and has been an active Board member for five years. He has been the Centralina Workforce Development Board Chair for the past four years. Bob is also the Chair of the Board’s Executive Planning Committee and serves on the Community Relations Committee.

Janet Hudson, Human Resources Manager for Brooks Food Group in Monroe, has been on the Board for two years. Janet is a very active member of the Board’s Workforce Readiness Committee and is also be a member of the Executive Planning Committee.

I-Care, Inc. Kicks off Summer Program for Youth

Iredell Community Action Research and Evaluation (I-CARE, Inc.) kicked off their Workforce Investment Act (WIA) summer youth program activities on Wednesday June 11, 2008 with a half-day retreat at the Statesville Train Depot. The day began with a welcome from I-CARE WIA Case Manager Monique Phoenix. Mrs. Phoenix stated that the theme for I-Care’s summer program is “The Gathering”. Over the summer there will be five “gatherings” in which youth will have the opportunity to learn some new and challenging ways to maximize their own personal potential.

The facilitators of the day were Eric Rowles and Miranda Thompson of “Leading to Change, Inc.” a Charlotte based training and consulting firm. “Leading to Change” has partnered with the Centralina Workforce Development Board and also the NC Workforce Development Training Center and has administered customized training to over 30,000 people nationwide.

Youth and the staff from I-CARE were all on hand for the retreat. During one part of the session, WIA youth participant Justin Imes said he “hopes to gain friends” over the course of the summer program. Others were hopeful that the experience would lead them to gainful employment and help them to take advantage of other opportunities.

There was never a dull moment during the opening session, as youth participated in several activities that required them to interact with one another and move around. It didn’t take long before the group was all laughing and talking as if they had all known each other forever!

The Centralina Workforce Development Board funds the WIA Youth services provided by I Care, Inc. In Iredell and Lincoln counties.

I-CARE’s summer program will conclude at the Statesville Train Depot on Friday July 18, 2008. The staff has prepared all year for an exciting, worthwhile and enriching summer program for the youth. WIA Case Manager, Deborah Ervin stated that the opening session coincided with a few public school activities, but that more of her youth were anxious to be involved in upcoming sessions. City of Salisbury Approves Mentor Partnership Leave Program

Exciting things are going on in Salisbury! City of Salisbury employees will be allowed to take up to 48 hours of leave per year to mentor young people. The Salisbury City Council, whose members are mentors themselves, approved the policy.

“I’m just very happy to see this finally in place,” Councilman William Kennedy said.

Mentoring is a key component of the Salisbury-Rowan United initiative against gangs and youth violence. A city employee can receive a maximum of 48 hours of leave each calendar year. He or she will have to submit a “Request for Mentor Partnership Leave” form provided by the city. It will have to be approved by a certified mentoring program partner and the employee’s department head.

“It is the city’s philosophy that mentoring provides opportunities to help young people develop and succeed,” states the new city policy, titled the Mentor Partnership Leave Program.

Councilman Mark Lewis said the city is setting a great example for the business community to follow.

Rowan County’s Early College Program Prepares to Open

In August 2008, 71 students will begin Rowan County’s Early College program. The school, on the campus of Rowan-Cabarrus Community College, will offer students the chance to earn a high school diploma and an associate’s degree in four years.

The students who are enrolled went through an application process to get accepted. They will study the typical subjects – English, algebra, geometry, history, environmental science and biology. They will take humanities and physical education classes through the college.

But the learning process will be more hands-on, said Cindy Misenheimer, principal of the Early College.

The school’s four teachers will take a project-based learning approach, which means students will often do research in groups and make presentations about what they learn.

“If you walk into early college classrooms, they’re not quiet places,” Misenheimer said. “The teacher isn’t usually at the front of the room talking, talking, talking."

Rowan-Cabarrus Community College is working with the Cabarrus County and Kannapolis City school systems to create the North Carolina Research Campus Early College in 2009-20010. Administrators hope to house the school in RCCC’s developing research campus facility.

Local Residents Help Start a “Girls on the Run” Program in Iredell County

Jennifer Summers of Iredell County recalls making some very poor choices in an effort to fit in with other youth. The pressures of growing up fast lead her to underage smoking and drinking. Summers says she had a great role model in her mother but she still went astray. Now 37 happily married for 15 years and the mother of a fifth-grade daughter, she wants her daughter and others to take their time growing up.

In an effort to help her daughter and other young girls, Summers is helping establish an Iredell County council of the Charlotte-based Girls on the Run (GOTR). With 160 councils in 41 states and Canada, the program is expanding into Iredell through the initial efforts of Summers and Max and Kelly James.

“The way I see it, we’re the single most important role models for our daughters,” Kelly James said following GOTR’s organizational meeting in Iredell. Ms. Summers, Kelly James and a dozen other women are devoting the next 12 weeks to mentoring and instructing early teen and adolescent girls on how to make smart choices and develop strong self-esteem.

GOTR, founded in 1996, is a nonprofit based on copyrighted material that describes the organization as a “prevention program that encourages preteen girls to develop self-respect and healthy lifestyles through running.” GOTR addresses “all aspects of girls’ development – their physical, emotional, mental, social and spiritual well-being.”

Forty-two girls ranging from third through fifth grade and sixth through eighth grade will begin meeting for the 12-week spring bi-weekly training sessions.

The Centralina Workforce Development Board’s Youth Council is happy to announce that the 2nd Annual Youth Services Summit “Turning Barriers into Bridges” will be held on Friday September 19, 2008 at the Charles Mack Citizen Center in Mooresville. The Summit will be held from 8:30 AM to 4:00 PM.

The keynote speaker for the event is Adonis “Sporty” Jeralds who is the author of “The Champion in You.” Featured workshops include understanding millennial youth culture, music/video literacy and many more!

Last year the Summit had a great turnout and this year’s is guaranteed to be even bigger and better!  Be sure to add this save the date to your calendar so you don’t miss this great event!

  • Dr. Helen N. Parker has won the H.G. Weisman Award presented by the National Association of Workforce Development Professionals at their annual meeting in May. The Weisman Award is presented to an individual who has made significant contributions to the advancement of the workforce profession. Dr. Parker has served as Regional Administrator for the Atlanta Region of the US Department of Labor Employment and Training Administration since March 9, 2003. She has worked in Workforce Development since 1974. Helen is also a native of North Carolina and is widely admired for leadership in workforce development efforts in our 8 state southeastern region. Congratulations Helen!
 
  • Sharon Scott, director of the Stanly County Department of Social Services and a Centralina Workforce Development Board member, has been named Department of Social Services Director of the Year by her peers at the annual meeting of the North Carolina Association of County Directors of Social Services. Scott has served as director for eight years in Stanly County. Way to Go Sharon!
     
  • Dr. William Findt has been chosen as the new President of Bladen Community College. Dr. Findt currently is Vice President at Mitchell Community College. He has been a friend and advocate for workforce development in the Centralina WDB region for many years and he will be missed.
 
  • Dr. Carol Spalding has been named as Rowan-Cabarrus Community College’s next president. Dr. Spalding currently serves as president of the Open Campus of Florida Community College at Jacksonville. She replaces Dr. Richard Brownell who retired earlier this year. Congratulations Carol and welcome to the region!
     
  • Chancellor Dr. Anita Brown of the Cabarrus College of Health Sciences received the Order of the Long Leaf Pine award from the North Carolina Independent Colleges and Universities Association. The award is the highest civilian honor given by the governor of North Carolina. Dr. Brown retired in May 2008. Congratulations Anita!
 
  • Sharon Sewell has been hired as the Vice President of Workforce Services with the Wadley-Donovan Group in New Jersey. Sewell previously was with the National Association of Workforce Boards for over eight years. Best wishes to our friend Sharon in her new job.
     
  • Ross Jackson has been named the Executive Director of the National Association of Workforce Boards. Jackson has over 30 years experience in the private industry and served for 17 years as the President and CEO of Workforce Essentials, Inc. in Tennessee He started his position on June 1, 2008.
 
  • Justin Burr, Centralina Workforce Development Board member has won the NC House District 67 Republican Primary and will be unopposed in the November Election. Justin has served on the Board since June 2007. Congratulations Justin!
     
  • Mike Smith, Director of the Greater Statesville Development Corporation was recently appointed to the NC Economic Development Association (EDA) Board of Directors. A group of past presidents from EDA selected Smith and two others through a highly competitive process. Congratulations Mike!
 
  • Juanita Norman has been named the new Career Connections Coordinator at the Goodwill Industries of the Northwest Piedmont Career Connections location in Statesville. Juanita is the former manager of the Iredell County JobLink Career Center in Mooresville. Welcome back to the workforce development world Juanita!
     
  • Congratulations go out to the students at Stanly Early College. At the NC Department of Instruction’s Raising Achievement Closing the Gap conference they were recognized as a “Spotlight School” and also received the Merit Award for innovative programs in promoting student achievement by the NC Association of School Administrators.
