Publications

The Centralina Workforce Development Board has published several documents about our WDB, but they may also be useful to other WDB professionals. Listed below are the publications, a brief explanation, and a link to a PDF file* (if appropriate) of the publication.


State of the Workforce Report 2005

The State of the Workforce Report 2005 identifies key issues for the region's workforce. Quality human resources have always been an important component to a region's economic success. In this fast-changing, global, technology-driven economy, workforce issues must be an integral part of the debate about how to position the region for sustainable economic growth. Regional economic development cannot succeed without a stronger emphasis on and strategic investment in workforce development.

The Charlotte region has seen tremendous growth and prosperity in recent decades. Quality of life in the region is very high and is itself a driver of growth. But maintaining this growth will not be achieved without coordinated action. The central conclusion of the State of the Workforce Report 2005 is that a competitive workforce advantage can be realized if the strengths of the region are bolstered and the challenges are addressed strategically.

The Centralina Workforce Development Board, in partnership with the local JobLink Career Center system, is providing the resources and services needed to build a competitive workforce for the region. We believe that this study provides the call to action to accomplish this mission.

Competitive Workforce Alliance

The Competitive Workforce Alliance is the workforce network for the greater Charlotte Region, comprised of the Centralina Workforce Development Board, the Charlotte-Mecklenburg Workforce Development Board, and the Gaston County Workforce Development Board. The Alliance is representative of 9 counties including Anson, Cabarrus, Gaston, Iredell, Lincoln, Mecklenburg, Rowan, Stanly and Union. The group's study also consists of data from the South Carolina counties Chester, Lancaster and York, as well as Cleveland County, N.C.

Together, the Alliance is driving solutions to workforce and business issues in the counties that make up the Charlotte Region. The alliance provides resources, training, and business services through a network of JobLink Career Centers. The Alliance also encourages its board representatives to preserve and promote their own unique services and relationships in their counties.

WIA (Workforce Investment Act) Youth Incentive Policy

The purpose: To transmit the Board's policy concerning awarding Non-Cash and Cash Incentives to WIA Youth Participants for Participation,
Recognition and Achievement in WIA Related Activities.

2003 North Carolina Incumbent Workforce Development Program
North Carolina's Incumbent Workforce Development Program under the federal Workforce Investment Act broadens the scope of the state's existing incumbent worker initiative. The Program provides funding to established North Carolina businesses to provide educational and occupational skills training for current workers. It is designed to benefit businesses by enhancing the skills of employees, thereby increasing employee productivity and the potential for company growth. Training in portable skills results in a more highly skilled and versatile workforce that contributes to North Carolina's ability to attract new business and creates an environment conducive to expansion.
